Slovenia Plans to Regulate CMR Substances in Childcare Articles

Slovenia proposes a restriction on carcinogenic, mutagenic or toxic for reproduction (CMR) category 1A and 1B substances in childcare products.

On February 5, 2026, the European Commission announced a draft law from Slovenia outlining its intention to restrict CMR category 1A and 1B substances in childcare articles.

According to the proposal, childcare articles are products intended to facilitate sitting, sleeping, relaxation, hygiene, feeding, sucking, transport or protection of children up to the age of 14.

Highlights of the draft law are summarized in Table 1.

¹Exempts a) second hand childcare articles, b) parts of childcare articles that are completely inaccessible, c) toys, d) food contact articles, e) batteries, f) medical devices under Regulation (EU) 2017/745 and g) materials and articles that are subject to stricter specific EU legislation or standards

²Stricter limit values apply if these are specified for individual substances or groups of substances in other regulations or standards

³Regulation (EC) No 1272/2008 on classification, labeling and packaging of substances and mixtures (current consolidated version to September 2025)

These temporary measures will be reviewed within one year after the date of EIF to determine whether the law will be repealed, extended or revised.

The European Committee for Standardization (Comité Européen de Normalisation, CEN) has recently issued EN 17826:2025 to address hazardous chemicals in childcare articles. (SafeGuardS 193/25)
