The Ministry of Industry and Commerce of Morocco, in collaboration with PortNet, has announced the launch of a new online service for managing Certificates of Conformity (CoCs). Accessible via the National Single Window for Foreign Trade Procedures, this service is part of a national strategy to simplify and modernize foreign trade procedures.

Implemented on December 2, 2024, the new electronic service is dedicated to processing requests for CoCs. Accessible via the PortNet portal, it aims to digitize all administrative procedures related to the importation of products subject to conformity controls. By centralizing requests for CoCs, along with the necessary licenses and registrations, the initiative will reduce processing times and improve operational efficiency.

Program objectives and benefits

The program aims to digitize and simplify the certificate management process for importers and exporters, allowing users to submit and track their requests online, thereby improving transparency and efficiency. The main benefits of this program include:

Time-savings: Digitization reduces the processing time for requests
Error reduction: Online forms minimize input errors and omissions
Accessibility: Users can access the system at any time and from anywhere, making certificate management easier

Role of SGS

As a control body, we play a crucial role in this program, conducting inspections and issuing certificates via the PortNet platform, including the submission of inspection reports and certificates. The changes brought about by the new certificate management program on PortNet have a significant impact on inspection bodies.

Primary changes include:

System integration: Inspection bodies are now directly integrated into the PortNet Single Window, allowing for smoother and faster communication with other stakeholders, thereby facilitating the processing of certificate requests
Process digitization: The submission and processing of certificate requests are now fully online. Inspection bodies must therefore adapt their internal procedures to align with this new digital mode of operation
Tracking and traceability: Inspection bodies can track the status of certificate requests in real time, improving transparency and traceability of inspection and certification processes
Collaboration: Closer collaboration with customs and port authorities is necessary to ensure that goods comply with international and national standards. Inspection bodies must therefore strengthen their relationships with these authorities

The launch of this new online service for managing CoCs marks an important step in modernizing foreign trade procedures in Morocco. By digitizing and centralizing administrative procedures, this program aims to improve the efficiency and transparency of commercial operations. Inspection bodies such as SGS play an essential role in the success of this initiative by ensuring product compliance and working closely with relevant authorities.
