Turkey Issues Import Controls for Toys and Other Goods

On December 31, 2024, Turkey’s Ministry of Trade (Ticaret Bakanlığı) issued three communiqués for the nation’s import control on toys and other consumer goods via the Risk-Based Control System for Foreign Trade (Dış Ticarette Risk Esaslı Kontrol Sistemi, TAREKS), a system for electronically conducting safety and quality inspections on imported goods.

These three communiqués are:

The established list of products and HS codes under Communiqués 2025/12 and 2025/17 requires these products to comply with specific restricted substances under Turkey’s REACH (Kimyasalların Kaydı, Değerlendirilmesi, İzni Ve Kısıtlanması Hakkında Yönetmelik (KKDIK)) and other regulatory requirements and/or standards.

Communiqué 2025/12 applies to a variety of goods, including but not limited to:

  • Cufflinks and similar items
  • Imitation jewelry
  • Mobile phone and computer cases
  • Mobile phone and computer tablet covers and screen protection films
  • Mouse pads
  • Plastic gloves for domestic use
  • Stationery products (excluding toys)
  • Watches and straps
  • Products falling under the scope of the following standards:
    • TS EN 15338 ‘Furniture – Strength and durability of extension elements and their elements’
    • TS EN 15570 ‘Furniture – Strength and durability of hinges and their components - Hinges pivoting on a vertical axis’

The scope of products under Communiqué 2025/17 includes, inter alia:

  • Children’s toilet seats
  • Products within the scope of the following standards:
    • TS EN 1273+A1 ‘Baby walker frames’
    • TS EN 1400+A2 “Soothers for babies and young children’
    • TS EN 1466 ‘Carry cots and stands for domestic use’
    • TS EN 12586+A1 ‘Soother holders’
    • TS EN 13138-2 ‘Buoyant aids for swimming instruction – buoyant aids to be held’
    • TS EN 13138-3 ‘Buoyant aids for swimming instruction – swim seats into which a user is positioned’
    • TS EN 13209-2 “Child use and care articles - Baby carriers - Safety requirements and test methods - Part 2: Soft carrier”
    • TS EN 14036 ‘Baby bouncers’
    • TS EN 14350+A1 ‘Childcare articles - Drinking equipment’
    • TS EN 14988+A2 ‘‘Children’s highchairs’
    • TS EN 14372 ‘Child use and care articles – Cutlery and feeding utensils’

It is important to note that certain products in Communiqué 2025/17 will also be inspected for compliance with the Turkish Food Codex Regulation on Substances and Materials in Contact with Food (KODEKS) and the requirements for food contact plastics.

Additionally, each of these three communiqués details the list of documents, including test reports, to be uploaded to TAREKS.

Communiqués 2024/10 (import control on toys), 2024/12 (import control of consumer products) and 2024/17 (import control on maternity and baby products) have been repealed (SafeGuardS 4/24).
