European Commission annual report summarizes 2025 food contact material (FCM) notifications in the EU.
The European Commission has issued the 2025 Annual Report: Alert & Cooperation Network (ACN), providing an overview and analysis of information exchanged between Member States on official controls for FCMs and articles.
What are the key findings of the report?
Key highlights include:
- Notifications on FCMs represent 2.8% of all ACN notifications (250 cases), with 68.8% of these involving possible health risks and 8% linked to potential fraud
- Major product categories and most frequently reported issues in 2025 (see Table 1 and Figure 1 below):
- More than 50% were related to migration hazards, such as primary aromatic amines (14%), formaldehyde (7%) and volatile organic compounds (approximately 7%)
- Other issues included traceability defects (7.5% of total notifications); organoleptic changes, labeling deficiencies, melamine and material deterioration (including abrasion, corrosion, oxidation and peeling) at 5% each, and lead at 4%
- Non-compliance issues relating to the unauthorized use of materials or ingredients, including bamboo.
- Notifications concerning the migration or presence of metals, including aluminum, arsenic, barium, cadmium, chromium, cobalt, iron, lithium and manganese
- Notifications relating to organic chemicals, including a) perfluorohexanoic acid (PFHxA), a per- and polyfluoroalkyl substance (PFAS), b) mineral oil components: mineral oil saturated hydrocarbons (MOSH) and mineral oil aromatic hydrocarbons (MOAH), and c) benzophenone
