Montenegro has published two separate laws for ceramics and recycled plastics intended to come into contact with food.
In 2016, Montenegro established the nation’s framework for food contact materials (FCMs) and articles (Official Gazette of Montenegro (OGM) No 80/2016) by adopting provisions from two pieces of EU legislation:
- Regulation (EC) No 1935/2004 on FCMs and articles (current consolidated version to 2021 for reference)
- Regulation (EC) No 2023/2006 on good manufacturing practice (GMP, current consolidated version to March 2025 for reference)
On December 11, 2025, Montenegro issued two laws regulating two types of FCMs and articles:
- Regulation on ceramic articles intended to come into contact with food (the Regulation, OGM No 145/2025, Registration number 1933). This Regulation adopts Directive 84/500/EEC on food contact ceramics from the EU (current consolidated version to May 2005), including rules for determining the migration of lead and cadmium, as well as information requirements for a declaration of compliance (DoC)
- Regulation on recycled plastic materials and articles intended to come into contact with food (OGM No 145/2025, Registration number 1934). This piece of legislation incorporates provisions from EU Regulation (EU) 2022/1616 on food contact recycled plastics (current consolidated version to December 2025 for reference, SafeGuardS 167/25)
Key highlights of the ceramics regulation are summarized in Table 1.
