Hong Kong Consults on New Standards for Toys and Children’s Products

Hong Kong launches consultation on proposed amendments to several standards for toys and children’s products.

Hong Kong’s Toys and Children’s Products Safety Ordinance (the Ordinance, Cap 424) stipulates that toys and children’s products must comply with all applicable requirements in any one of the safety standards specified in Schedule 1 (Toy Standards) or Schedule 2 (Schedule 2 Product Standards) to the Ordinance.

On December 1, 2025, the Hong Kong Government launched a one-month consultation over its proposed updates to safety standards for toys and children’s products (with an Annex detailing the intended changes) to adopt up-to-date operative versions of the standards for toys and four categories of children’s products (Schedule 2 products).

Highlights of the proposed amendment to Schedules 1 and 2 of the Ordinance are summarized in Table 1.
