CEN Publishes TS 17876 Applicable to Tricycles That Provide a Passive Transportation Function

In October 2024, the European Committee for Standardization (CEN) published a new technical specification covering the safety of tricycles that provide a passive transportation function.

Tricycles are toys and fall under the scope of the Toys Safety Directive 2009/48/EC. However, some tricycles also provide a passive transportation function, like a pushchair, where the young child is seated and restrained and there is a handle or bar for the parents to push.

European standardization committee TC252 considered this to be an additional function, leading to the decision to draft appropriate safety requirements and test methods. A new technical specification (TS) – TS17876 – was therefore published in October 2024,

It is important to determine whether a tricycle falls under the scope of the new TS, requiring evaluation of several parameters including marketing information. If a tricycle is clearly sold as a pushchair, it must comply with all relevant requirements in EN 1888-1. However, if the tricycle is not marketed as a pushchair but still provides a pushchair function by means of specific features, TS17876 applies.

Parameters to consider include: the tricycle provides a pushing handle and sufficient support for the child’s back – i.e. the minimum length of the backrest is 250 mm, and it includes any of the following pushchair features:

  • Bumper bar
  • Child’s seat may semi-recline or recline
  • Reversible child’s seat
  • Footrest
  • System for overriding front wheel steering for the child and parent

The document has been inspired by the standard applicable to pushchairs – EN1888-1 – and includes safety requirements and test methods to address:

  • Protective function: angle between the seating surface and the backrest ≥ 95°, minimum height of the backrest ≥ 340 mm; provision of a restraint system and fasteners
  • Entrapment hazards
  • Hazards from moving parts
  • Locking mechanisms for the folding system and attachment of the handle
  • Resistance to a bite test for the bumper bar
  • Suffocation hazards
  • Hazardous edges and protrusions
  • Parking and braking devices
  • Stability
  • Structural integrity: strength and durability of attachment devices for seat and backrest, irregular surface test, handle strength and dynamic resistance of handles
  • Product information: marking, purchase information and instructions for use

The warning sentence: “WARNING – Never leave the child unattended” shall be provided, accompanied by the graphical symbol.

The weights and dimensions used in the TS have been determined with consideration that these products are likely to be used by children up to 24 months.

The TS was approved by the CEN for provisional application and will be reviewed for potential conversion into a European Standard after two years.
