EU Issues Standards for Presumption of Conformity with Toy Safety Directive

The EU has made four changes to its list of standards for presumption of conformity with the Toy Safety Directive. The latest list of toy safety standards became effective on November 16, 2021.

On November 16, 2021, the European Union (EU) published Implementing Decision (EU) 2021/1992 with the latest list of harmonized toy safety standards for presumption of conformity with Directive 2009/48/EC (Toy Safety Directive, TSD – consolidated version to May 2021). This latest set of standards contains four changes when compared to Implementing Decision (EU) 2021/867 (SafeGuardS 74/21) – inclusion of:

  1. EN 71-2:2020 for flammability
  2. EN 71-3:2019+A1:2021 for migration of certain elements
  3. EN 71-4:2020 for experimental sets for chemistry and related activities, and
  4. EN  71-13:2021 for olfactory board games, cosmetic kits and gustative games (SafeGuardS 184/20, 59/21, 10/21 and 63/21)

The latest Implementing Decision repeals Implementing Decision (EU) 2021/867.

This latest set of toy safety standards became effective on November 16, 2021 – the day of its publication in the Official Journal of the EU (OJEU).

Highlights of the latest list of toy safety standards for presumption of conformity with the TSD are summarized in Table 1.

3The following electric toy safety standards will be withdrawn on February 21, 2022:

  • EN 62115:2005
  • IEC 62115:2003 (modified)+A1:2004
  • EN 62115:2005/A2:2011 (IEC 62115:2003/A2:2010 (modified))
  • EN 62115:2005/A2:2011/AC:2011
  • EN 62115:2005/A11:2012
  • EN 62115:2005/A11:2012/AC:2013
  • EN 62115:2005/A12:2015
