Taiwan (China) Amends the Children’s Raincoat Inspection Requirements for Phthalates

The Taiwan (China) Bureau of Standards, Metrology and Inspection (BSMI) adopts the most recent version of CNS 15503 as the inspection standard for children’s raincoats.

The Taiwan (China) Bureau of Standards, Metrology and Inspection (BSMI) adopts CNS 15503, General Requirements for Safety of Children’s Products, as the legal inspection standard for children’s raincoats. The latest version of CNS 15503 was published on 18th October 2018 [1].

The mandatory inspection standard of children’s raincoat has been updated based on CNS 15503 General Requirements for Safety of Children’s Products, CNS 15291 Safety of Children’s Clothing – Cords and Drawstrings on Children’s Clothing – Specification and Article 9 of Commodity Labelling Act for mandatory labelling items.

Under the latest version of CNS 15503, children’s raincoats need to be inspected for the presence of 6 restricted phthalates (DEHP, DBP, BBP, DINP, DIDP and DNOP) instead of 8 as restricted originally in the old version of the standard where DMP and DEP were included. The sum of the 6 phthalates mixture cannot be over 0.1% (wt/wt).

The scope of the inspection standard covers children’s raincoats or raincoats suitable for heights between 70 cm and 150 cm. Waterproof textiles are excluded.

With the implementation date of 1st May 2019, the inspection authority will supervise both domestically produced and imported raincoats by adopting a two-track system including monitoring and inspection, along with registration of product certification.

All of the surveillance results will be published by BSMI on its official product safety information website (https://safety.bsmi.gov.tw/). In August 2019, BSMI announced a failure result in general market surveillance on children’s raincoats that contain restricted phthalates (i.e. DEHP & DINP) above the acceptable limit of 0.1% (wt/wt) according to CNS 15503 standard [2].
