Effective July 1, 2026 (bill of lading, air waybill or other transport date), Ivory Coast has expanded the scope of its verification of conformity (VOC) program to cover additional product categories. Products within the regulated scope must undergo a conformity assessment and obtain a certificate of conformity (CoC) prior to shipment.
The expanded scope now includes the following product families:
- Food products
- Electrical, electronic and renewable energy products
- Cosmetics and personal care products
- Building materials
- Packaging materials
- Automotive spare parts, accessories and lubricants
- Machinery
- Pressure equipment
- Personal protective equipment (PPE)
- Products related to health, safety and environmental protection
- Textiles
- Footwear
- Toys
- Used goods
- Chemical products
All HS codes within these product families are subject to the PCA Program unless specifically identified as non-regulated.
Products excluded from the PCA Program
The following products are excluded from the PCA Program:
- Gold and other precious metals
- Precious stones
- Explosives, weapons, ammunition and other military equipment intended for the national armed forces or the police force
- Live animals
- Fresh vegetables and fruit
- Fresh, deep-frozen and frozen fish
- Fresh, deep-frozen and frozen meat
- Plants and floricultural products
- Raw products and traditional handicrafts of community origin
- Newspapers and periodicals, stamps, tax stamp paper, banknotes, checkbooks, passports and certain printed documents
- Personal effects and used household objects
- Used cars
- Crude or partially refined petroleum
- Commercial samples
- Supplies to the diplomatic and consular missions or international organizations, imported for their own needs/use
- Production machines subject to or benefiting an exemption as part of the code of investments through a request to the monitoring committee of the VOC program (Ministry of Trade).
- Imported goods and equipment (material) intended for oil and mining operations (benefiting from the advantages of the Mining and Petroleum Codes)
- Imports related to free regimes/zones
