SGS is proud to announce the opening of our new cosmetics testing facility in Hangzhou with more than 500 m2 of operation surface to meet growing demand for cosmetics product claim substantiation in China.
China's new Cosmetic Supervision and Administration Regulation led to an increase in demand for cosmetics product testing. The recent measures issued by the National Medical Products Administration (NMPA) came into effect on May 1, 2021.
The updated 'Guideline for Cosmetic Efficacy Claim Evaluation' has set new standards for product and efficacy testing claims. Now, all cosmetics manufacturers are required to prove their products’ efficacy, for both ‘general’ or ‘special’ products.

Our new Hangzhou site will offer a wide range of efficacy tests to validate skin moisturization/repair, skin tone evenness, skin brilliance, anti-wrinkle, firming, oil control, anti-acne, anti-redness, sensitive skin and dermatologist tested claims, as well as patch testing, safety-in-use tests, and makeup evaluation.
We opened the new facility to keep up with the growing testing demands and needs of cosmetic manufacturers. The site boasts an impressive array of testing instruments and imaging systems to support skincare product claims. Tommy Liang, Hangzhou Branch Manager from SGS, Angela Yu, Head of Cosmetics and Hygiene in China from SGS and Ligang Jiang, Chief R&D Officer from Proya Cosmetics Co, Ltd. participated in the ribbon cutting ceremony on October 25, 2021 to celebrate the opening of the new facility.
Clients in the area and abroad will now be able to get their products tested faster than before and comply with the government’s newly instated requirements.
