China Issued a Notice to Include Playmats in the Scope of China Compulsory Certification

On December 8, 2017 CNCA issued a notice (No. 41 of 2017) to include playmats in the scope of CCC. From December 1, 2018, only playmats with a CCC certificate can be imported, or placed on the Chinese market.

On December 8, 2017, China’s Certification and Accreditation Administration (CNCA) issued a notice, No. 41 of 2017, to bring playmats within the scope of China Compulsory Certification (CCC).

Manufacturers of playmats must complete the relevant certification process and obtain a CCC certificate before the end of the transition period, November 30, 2018. According to the notice, from December 1, 2018, playmats without a CCC certificate may not be imported or placed on the Chinese market for retail sale, or any other kind of commercial activities.

Manufacturers and importers can apply for CCC certification through Approved Bodies. Applicants are required to send samples to an approved Body for safety tests to be conducted according to harmonized standards – the main standard for toy products is GB6675. Once products are certified compliant, they must be labelled with the “CCC” mark to indicate of conformity with the China Compulsory Certification System.

Definition of playmats that fall within the CCC certification scope:

  1. Products that are labeled as “Playmat” on the product, its packaging or instruction leaflet

  2. Products labeled that they comply with relevant parts of the standard GB 6675

  3. Products that are not labeled with information in point 1 and 2, but intended for children under 14 years of age and have at least one of the following features:

  • Two or more pieces of a mat that can be assembled, intended to be used as a mat for playing or crawling

  • A mat illustrated with a cartoon image or with learning elements, such as pictures/illustrations helping children to learn about characters, animals or colors, and which can be used as a mat for playing and crawling
