Turkey Issues Communiqués for Toys and Other Consumer Goods

Turkey has published two Communiqués on import product safety and inspection requirements for toys and a variety of consumer products. These became effective on January 1, 2023.

On December 31, 2022, Turkey’s Ministry of Commerce issued two Communiqués for the nation’s import control on providing safe and quality goods to consumers via the Risk-Based Control System on Foreign Trade (TAREKS).

These two Communiqués are:

Communiqué 2023/12 establishes a list of consumer goods with health and safety codes for control, and also requires certain products or materials to comply with specified restricted chemicals under Turkey REACH (Kimyasalların Kaydı, Değerlendirilmesi, İzni Ve Kısıtlanması Hakkında Yönetmelik (KKDIK)).

The scope of products in Communiqué 2023/12 includes, among other things,

  • Plastic gloves for domestic use
  • Plastic files and folders
  • Toilet seats for children
  • Imitation jewelry
  • Watches and straps
  • Covers and screen protection films for mobile phones and tablets
  • Cases for cell phones and tablets
  • Mouse pads
  • Products falling under the scope of the following standards:
    • TS EN 1273 Baby walking frames and TS EN 1466 Carry cots and stands
    • TS EN 1400 Soothers for babies and young children
    • TS EN 14350 Drinking equipment intended for young children
    • TS EN 14988:2017+A1 Children’s highchairs
    • TS EN 13138-3 Buoyant aids for swimming instruction
    • TS EN ISO 9994 Lighters and TS ISO 22702 Flame-producing consumer products, TS EN 15338-1 Hardware for furniture and TS EN 15570 Hardware for furniture – strength and durability of hinges and their components – hinges pivoting on a vertical axis
    • TS EN 60825-1/A11 Laser products

Communiqués 2023/10 and 2023/12 became effective on January 1, 2023.

An importer may request control according to Communiqué on Toy Safety and Inspection 2022/10 or Communiqué on Product Safety and Inspection 2022/12 until February 28, 2023, for import of products that have been submitted to customs administration in accordance with the customs legislation, or the product waybill to be shipped to Turkey in the country of origin before January 1, 2023.
