Unlocking the Business Benefits of K3L Testing and Registration in Indonesia

March 08, 2024

In Indonesia, the Ministry of Trade has instituted a crucial regulation, Permendag Number 18 of 2019, emphasizing the testing and registration of goods related to security, safety, occupational health, and the environment (K3L). This regulation, effective since August 14th, 2019, serves as a cornerstone for businesses, ensuring that products entering the market meet rigorous safety and environmental standards.

Understanding K3L Testing and Registration:

The regulation mandates that electrical and electronic products, as well as items containing hazardous chemicals, whether produced domestically or imported, must undergo testing and registration to obtain the K3L goods registration. This initiative aligns with the government's commitment to safeguarding the well-being of consumers and the environment.

Benefits for Businesses:

  • Enhanced Consumer Confidence: Companies that undergo K3L testing and registration demonstrate a commitment to the safety, health, and environmental aspects of their products. This builds trust among consumers, enhancing brand credibility.
  • Compliance with Government Regulations: Adhering to K3L regulations ensures compliance with government standards, mitigating legal risks and potential business interruptions.
  • Market Access and Expansion: K3L certification opens doors to the market by ensuring that your products meet the required safety and environmental benchmarks. This facilitates smoother market entry and potential expansion opportunities.
  • Stakeholder Trust and Reputation: Proactively adhering to K3L regulations communicates a dedication to corporate responsibility, earning the trust of stakeholders and fostering a positive business reputation.

K3L Registration Process:

To obtain K3L goods registration, businesses must follow a comprehensive process, including:

  • Obtaining NIB (Nomor Induk Berusaha) and OSS portal access.
  • Providing laboratory test documents for listed items, indicating brand, type, color, manufacturer's name and address, and relevant photos.
  • Submitting a Self-Declaration of Conformity.
  • Completing K3L online applications through the OSS portal.

Ongoing Responsibilities:

After registration, businesses must prominently display the K3L goods registration number on products, packaging, and labels. Every five years, stakeholders must engage in re-registration to update K3L goods registration data.

Any changes in information must be reported promptly through the Directorate-General for Consumer Protection and Trade Compliance.

SGS Added Value Service:

To facilitate the process, SGS offers added value services, emphasizing:

  • Short turnaround time (TAT)
  • Competitive pricing
  • Sample collection and report delivery services.
  • Key Account Management (KAM)
  • Seminars and training

In conclusion, the K3L testing, and registration process not only aligns businesses with regulatory standards but also brings forth numerous advantages, ranging from enhanced market access to fortified brand reputation. Proactive engagement in this regulatory landscape positions companies as responsible contributors to a safe and sustainable business environment.
