China Releases an Updated National Mandatory Standard GB 18383-2025 General technical requirements for products with filling materials
The Standardization Administration of China has issued national product standard GB 18383-2025 General technical requirements for products with filling materials. As part of China’s No. 32 announcement on approved national standards in 2025, this new standard replaces the previous version, GB 18383-2007 and will come into effect on July 1, 2026.
Scope
The new standard defines the terms and definitions related to products with filling materials, specifies the requirements, sampling, judgement rules and labeling. It also describes the corresponding test methods.
This document applies to all products with filling materials.
Terms and definitions
Filling materials
The collective term for natural fibers, chemical fibers and their mixtures used for stuffing and padding.
Products with filling materials
Products that use filling materials and those processed into wadding, felts, etc., for stuffing and padding. It can be divided into daily use products with filling materials and non-daily use products with filling materials.
Daily use products with filling materials
Products with filling materials that are in close contact with the human body in daily life, mainly including apparel and footwear items such as garments for protection against cold, down garments, clothes with fillings, shoes with fillings, and hats with fillings; bedding items such as quilts, mattresses, pillows, and cushions; upholstered furniture such as mattresses, sofas, and seating or reclining pads; and toy items such as plush toys.
Non-daily use products with filling materials
Products with filling materials excluding those for daily use, mainly including insulation materials for buildings, agricultural insulation materials, transportation packaging materials, decorative materials, building acoustic insulation materials, etc.
Requirements
Requirements shall comply with clause 4 and clause 6 of GB 18383-2025.
