The EU Methane Regulation (EU) 2024/1787 introduces mandatory Measuring, Monitoring, Reporting and Verification (MMRV) obligations for methane emissions across the oil, gas and coal sectors. These requirements apply to both EU-based operators and importers of fossil energy into the EU from third countries.

Operators must implement source- and site-level emissions quantification, conduct regular leak detection and repair (LDAR), and submit annual emissions inventories that are independently verified. Importers must also provide verified data on methane intensity and demonstrate contractual compliance with the regulation.
