The Directorate General for Specifications and Measurements (DGSM), under the Ministry of Commerce, Industry & Investment Promotion (MoCIIP) has introduced pivotal updates to its conformity framework, marking a high-impact shift toward a unified, world-class safety standard. These regulations ensures that the Sultanate’s "arteries of trade" are both resilient and efficient.
What’s New: The Mandatory Omani Quality Mark (OQM)
A significant milestone in Oman’s quality infrastructure is the transition of the Omani Quality Mark (OQM) to a mandatory requirement. Effective March 1, 2026, this trusted mark will be essential for products entering the Sultanate. Unlike standard shipment-based certificates, the OQM requires a holistic approach, blending laboratory testing with mandatory factory audits to ensure long-term manufacturing consistency.

Enabling Global Market Access
These regulatory compliance initiatives streamline the journey from factory to port and to the final target markets for manufacturers and traders. The issuance of a Certificate of Conformity (CoC) provides a digital, transparent trail that reduces customs delays and prevents the influx of substandard products. This forward-looking approach protects Omani consumers enhances the Sultanate’s competitiveness in the global supply chain.
Oman is reinforcing its existing Product Conformity Assessment (PCA) schemes. A renewed focus has been placed on Gas Appliances and Electric Scooters, requiring strict technical verification to mitigate fire and pressure-related hazards.
Strengthening the Product Conformity Assessment (PCA) Scope & Energy Efficiency Scheme
In addition to the OQM mandate, Oman is reinforcing its existing Product Conformity Assessment (PCA) schemes. A renewed focus has been placed on Gas Appliances and Electric Scooters, requiring strict technical verification to mitigate fire and pressure-related hazards. These programs work alongside existing regulations for:
- Low Voltage Electrical (LVE) appliances
- Cosmetics
- Electric scooters
- Gas appliances & equipment
A critical component of Oman’s vision for a sustainable future is the Energy Efficiency Labelling (EER) Scheme; we facilitate the mandatory approval process to ensure that electrical appliances imported into the Sultanate meet strict Minimum Energy Performance Standards (MEPS).
Under this program, manufacturers must obtain an Energy Efficiency Labelling Approval Document through the Hazm Platform before placing products on the market. The scope currently includes:
- Air Conditioners (ACs): Cooling capacities up to and including 70,000 BTU/h
- Washing Machines: Rated capacities from 3 kg up to 25 kg
- Storage Type Electric Water Heaters: Storage capacities up to 2000 litres
- Refrigerators and Freezers: Capacities ranging from 10 litres to 1500 litres
By ensuring that high-consumption appliances are verified for energy efficiency, Oman is effectively reducing national energy demand and lowering utility costs for consumers. This program works in tandem with the Product Conformity Assessment (PCA) to create a marketplace defined by both safety and environmental responsibility.
