UK Consults On Updated GB MCL List for Substances and Mixtures

The United Kingdom (UK) has announced plans to revise its mandatory classification and labeling list for hazardous substances and mixtures used in Great Britain (England, Scotland and Wales). 

On August 7, 2026, the World Trade Organization announced WTO Notification G/TBT/N/GBR/125 regarding a proposal from the UK’s Health and Safety Executive to amend the Great Britain mandatory classification and labeling list (GB MCL list).

What does this proposal require?

The proposed update to the GB MCL list would introduce new and revised entries for 20 hazardous substances, including:

Bisphenol F (BPF, CAS 620-92-8), a substance used in the manufacture of epoxy resins, coatings and plastics found in a variety of consumer goods, including food packaging, pipes and dental sealants

Bronopol (CAS 52-51-7), an antimicrobial active substance that is restricted in EN 71-7:2014+A3:2020 for finger paints (SafeGuardS 35/26)

Who is impacted?

The proposal would affect stakeholders across multiple industries and supply chains, including manufacturers, importers, retailers and other intermediaries operating in Great Britain. 

When is the deadline for submitting comments?

Comments will be accepted until October 6, 2026. The proposed amendments are expected to be adopted in Q1 2027 and would apply from Q3 2028.
