Health Canada Publishes New Consumer Product Enforcement Summary Reports

Health Canada has published the results of their compliance verification projects for selected consumer products.

On May 16, 2023, Health Canada published the results of their compliance verification projects for selected consumer products. The objective of these projects was to verify industry’s compliance with the Canada Consumer Product Safety Act (CCPSA). Products were selected from establishments by Health Canada inspectors and tested at a Health Canada product safety laboratory.

Below are the summaries of the results of the compliance verification projects:

Bassinets

Evaluation performed: Cribs, Cradles and Bassinets Regulations – mechanical test

Number of products assessed: 14

Number of noncompliant products: 12

Findings:

  • Did not meet the labelling requirements (11)
  • Did not meet the side height requirements (5)
  • Did not meet the stability requirements (3)
  • Did not meet the entanglement requirements (1)
  • Did not meet the restraint requirements (1)
  • Did not meet the cord/strap length requirements (1)
  • Did not meet the cord/strap loop requirements (1)
  • Did not meet the mattress thickness requirements (1)

Corrective actions taken:

  • Voluntary recall (4)
  • Stop distribution (1)
  • Commitment (7)

Children's costumes

Evaluation performed: Toys Regulations – flammability test, mechanical test and labelling review

Number of products assessed: 25

Number of noncompliant products: 12

Findings:

  • Did not meet the labelling requirements (8)
  • Did not meet the flammability requirements (4)

Corrective actions taken:

  • Voluntary recall (4)
  • Stop sale (2)
  • Commitment (6)

Children's upper outerwear

Evaluation performed: ASTM F1816-18, Standard Safety Specification for Drawstrings on Children's Upper Outerwear

Number of products assessed: 46

Number of noncompliant products: 36

Findings:

  • Did not meet the performance criteria for drawstrings at the hood and neck area of children's upper outerwear sizes 0 to 12 (19)
  • Did not meet the performance criteria for drawstrings at the waist and bottom of children's upper outerwear sizes 2T to 16 (10)
  • Non-compliant advertisement of children's upper outerwear for drawstring at the hood and neck area (7)

  • Voluntary recall (23)

Clothing storage units

Evaluation performed: ASTM F2057-19, Standard Safety Specification for Clothing Storage Units – mechanical tests

Number of products assessed: 19

Number of noncompliant products: 3

Findings:

  • Did not meet the stability with load requirement (3)

Corrective actions taken:

  • Voluntary recall (3)
