US CPSC Issues Direct Final Rule for Crib Mattresses

US Consumer Product Safety Commission (CPSC) has published the direct final rule, 16 CFR 1241, to incorporate the latest version of the ASTM standard for crib mattresses with some modifications.

On February 12, 2026, CPSC published a direct final rule to update 16 CFR 1241, the safety standard for crib mattresses. The rule incorporates the latest version of ASTM F2933-25 (Standard Consumer Safety Specification for Crib Mattresses) with some retained modifications and will become effective on May 3, 2026, provided CPSC does not receive significant adverse comments by March 16, 2026.

The standard applies to full-size crib mattresses, non-full-size crib mattresses and after-market mattresses for play yards and non-full-size cribs, including after-market mattresses for bassinet accessories of play yards.

ASTM F2933-25 incorporates multiple updates, including the addition of new definitions, revised and expanded performance requirements and test methods, clarifications to existing provisions and editorial changes that do not modify the substantive requirements or affect safety. The Commission considers the revisions in ASTM F2933-25 to be an improvement to the safety of crib mattresses, as the updated standard provides clearer scope language and strengthens performance and testing criteria to improve repeatability and reproducibility of test results.

ASTM F2933-25 does not address the following modifications currently included in the mandatory safety standard for crib mattresses and therefore these are retained in this direct final rule, as excluding these requirements would be a reduction in safety:

  • Addition of a mattress compression test to address hazardous corner gaps, which create entrapment hazards for rigid-sided rectangular after-market products
  • Expansion of dimensional and related requirements for after-market non-rectangular, non-full-size crib mattresses to apply to all after-market non-full-size crib mattresses
  • A reference to requirements in either 16 CFR 1220 (Safety Standard for Non-Full-Size Baby Cribs) or 16 CFR 1221 (Safety Standard for Play Yards), as applicable, to ensure alignment with other mandatory requirements, in addition to the existing reference to ASTM F406
  • A reference to requirements in 16 CFR 1218 (Safety Standard for Bassinets and Cradles) to ensure consistency with other mandatory requirements, in addition to the existing reference to ASTM F2194
