Asia
Singapore: CPSO Transferred to and Overseen by CCCS from 1 July 2025
The Singapore Consumer Product Safety Office (CPSO) was transferred from Enterprise Singapore to the Competition and Consumer Commission of Singapore (CCCS) and is now overseen by CCCS as of 1 July 2025. The Ministry of Trade and Industry (MTI) released a related announcement on 8 April 2025.
China: The CNCA has published the latest implementation rules for power banks, lithium-ion batteries, and battery packs.
The China National Certification and Accreditation Administration (CNCA) issued a new version of the implementation rules for power banks, lithium-ion batteries, and battery packs on 28 July 2025. These rules came into effect on 15 August 2025. The main adjustments included:
- The certification process now requires type testing, initial factory inspection, and supervision after certification. Certificates are no longer issued before the factory inspection.
- The classification principle for production enterprises was gradually improved in the order of D-C-B-A. Enterprises applying for certification for the first time are managed under Class C.
- Test samples must be randomly selected by the certification body or laboratory at the production site, warehouse, or end of the production line. Enterprises can no longer prepare samples in advance.
- The frequency of supervision was adjusted: Class B enterprises undergo two inspections per year (with at least one unannounced inspection), Class C enterprises three unannounced inspections per year, and Class D enterprises four unannounced inspections per year.
Indonesia: Public Consultation: RKM Technical Standards for Land Mobile Radio Telecommunication Devices
On 23 July 2025, KOMDIGI launched a public consultation on the new RKM Technical Standard for Land Mobile Radio Telecommunication Devices. The main points of the new RKM are as follows:
- The EMC requirements have been updated to align with international standards CISPR 32 or ETSI EN 301 489.
- Electrical safety requirements have been updated following IEC 60950-1 or IEC 62368-1.
- Land Mobile Radio devices are categorized into three types: conventional radio devices, trunking radio devices, and private mobile radio devices.
- Conventional and trunking radio devices are further divided into four groups: handheld, mobile, base/repeater, and radio modem.
- The working frequency range of devices has been restricted compared to previous allowances. For example, UHF devices, which were previously permitted to operate between 300 MHz and 3000 MHz, are now limited to 300 MHz to 470 MHz according to TASFRI allocations and common vendor device prevalence. Consequently, devices operating between 450 MHz and 512 MHz are no longer allowed under this RKM.
- Test parameters have been streamlined to focus on those that prevent adverse interference. These include working frequency, channel spacing, conducted output power, spurious emission, and frequency error/frequency stability. Other parameters such as temperature, impedance, and modulation have been removed.
- Testing methods have been updated to align with international standards
Indonesia: New Declaration of Conformity (DoC) Format Required for DJID Certification in Indonesia – Effective August 2025
Starting 1 August 2025, the Indonesian Ministry of Communication and Digital (KOMDIGI), through the Directorate General of Digital Infrastructure (DJID), will implement a new format for the Declaration of Conformity (DoC), which is a mandatory requirement in the certification process for telecommunication devices.
This update is based on Article 12 (1) of Ministerial Regulation No. 3 of 2024, which governs the certification of telecommunications devices in Indonesia.
From 1 August 2025, all certification applications must use the new DoC format. Applications submitted after 31 August 2025 using the old format will be rejected.
Vietnam: Extensive Reforms in the 2025 Amendment to the Law on Standards and Technical Regulations
The Law amending and supplementing several articles of the Law on Standards and Technical Regulations was passed by the National Assembly on 16 June 2025 and is expected to take effect in 2026. This revised law is drawing significant attention from the business community, conformity assessment organizations, and quality management experts.
Key highlights of the 2025 Amendment include major changes in the declaration of conformity and conformity assessment processes.
One important update is the expanded definition of conformity assessment organizations. Articles 50 to 52 replace the previous term “conformity certification organization” with “conformity assessment organization,” which now covers a broader range of activities including testing, inspection, and certification.
Conformity assessment organizations will be held to more rigorous requirements concerning their competence and responsibilities. Furthermore, they are now legally obligated to provide compensation for any damages incurred by organizations and individuals as a result of inaccurate conformity assessment results, in accordance with civil law.
Malaysia: MCMC Releases Class Assignment No. 2 of 2025
The Malaysian Communications and Multimedia Commission (MCMC) issued Class Assignment No. 2 of 2025 on 24 June 2025. This new assignment is now in effect, replacing and revoking Class Assignment No. 1 of 2025.
Thailand: Thailand Implements New TISI Standard 60335 Part 2(3)-2567: Household and Similar Electrical Appliances – Safety – Part 2-3: Particular Requirements for Electric Irons
The TISI Standard 60335 Part 2(3)-2567: Household and Similar Electrical Appliances – Safety – Part 2-3: Particular Requirements for Electric Irons will officially replace the current TIS 366-2547: Electric Irons – Safety Requirements.
This new standard will take effect on 24 December 2025.
It covers safety requirements for electric dry irons and steam irons, including those with separate boilers or water containers up to 5 liters, intended for residential and similar use. The standard applies to appliances rated up to 250V, including those powered by direct current (DC) and batteries.
Korea: Korea has released the Notice on Energy Efficiency Management Equipment Operation Regulations (Ministry of Trade, Industry and Energy Announcement No. 2025-145).
Article 1 (Effective Date)
- These regulations shall take effect from the date of announcement. However, the effective dates for the revised provisions concerning specific equipment are as follows:
- Electric washing machines: Effective from 1 January 2026.
- Electric cooling systems, electric heating and cooling systems, and multi-function electric heat pump systems: Effective from 1 November 2026.
- Lamps with built-in ballasts: Effective from 31 December 2025.
Article 2 (Application Cases)
- The revised provisions for electric washing machines apply to products manufactured on or after 1 January 2026.
- The revised provisions for electric cooling systems, electric heating and cooling systems, and multi-function electric heat pump systems apply to products manufactured on or after 1 November 2026.
- The revised provisions for lamps with built-in ballasts apply to products manufactured on or after 31 December 2025.
- For all the cases mentioned above, imported products shall be subject to the same manufacturing date requirements.
Middle East
Israel: Ministry of Communications Announces Cessation of 2G and 3G Services
The Ministry of Communications (MOC) officially announced the shutdown of 2G and 3G network services on 2 July 2025. Starting 1 January 2026, devices supporting only 2G or 3G will no longer be functional.
Kuwait: CITRA Launches 5G Advanced Technology
The Communications and Information Technology Regulatory Authority (CITRA) has officially announced the launch of 5G Advanced Technology, which is now available for use.
Oman: TRA Completes 3G Shutdown and Upgrades to 4G and 5G
The Telecommunications Regulatory Authority (TRA) of Oman announced on 3 July 2025 the completion of the 3G network shutdown, alongside upgrades to 4G and 5G services across the country.
Africa
Botswana: BOCRA Announces Plans for New Type Approval Management System
The Botswana Communications Regulatory Authority (BOCRA) initially planned to implement a new Type Approval Management System to replace the current platform starting 25 July 2025. However, the system is still under evaluation and has not yet been officially launched. An official announcement will be made once the implementation is confirmed.
Eswatini: ESCCOM Releases Updated National Frequency Allocation Plan
The Eswatini Communications Commission (ESCCOM) has published Notice No. 6/2025, updating the National Frequency Allocation Plan and replacing the 2020 version. The revised plan introduces new or modified frequency allocations for various applications, including mobile communications, broadcasting, aeronautical, and satellite services. Key changes include:
- 470-694 MHz: Designated for Services Ancillary to Broadcasting and Programme Making (SAB/SAP) and Short Range Devices (SRD), such as wireless microphones.
- 6,425-7,125 MHz: Allocated for International Mobile Telecommunications (IMT) and Wireless Access Systems (WAS/RLAN).
Morocco: ANRT Awards Licenses for 5G Mobile Technologies
On 22 July 2025, the Agence Nationale de Réglementation des Télécommunications (ANRT) of Morocco announced the awarding of licenses for the use of 5th Generation (5G) mobile technologies, following a public Call for Competition. The licenses authorize the establishment and operation of public telecommunications networks. ANRT has reserved the 700 MHz and 3 GHz (3400–3800 MHz) frequency bands for the deployment of 5G services.
Algeria: ARPCE Awards 5G Licenses to Major Operators
On 3 July 2025, the Autorité de Régulation de la Poste et des Communications Électroniques (ARPCE) of Algeria published a press release announcing the awarding of licenses for the establishment and operation of 5G public mobile electronic communications networks and services. The licenses have been granted to Algérie Télécom Mobile (ATM), Wataniya Télécom Algérie (WTA), and Optimum Telecom Algérie (OTA), marking a major milestone in the country’s transition to next-generation mobile technology.
Nigeria: NCC Releases Draft Guidelines for Use of Lower 6 GHz B
On 12 August 2025, the Nigerian Communications Commission (NCC) released draft guidelines for the use of the lower 6 GHz spectrum band (5925–6425 MHz) in Nigeria. The initiative aims to encourage investment, drive innovation, and ensure efficient spectrum utilization to support high-speed, high-bandwidth, and low-latency applications nationwide.

Brazil: ANATEL Publishes Resolution No. 780/2025 on the Certification Process for Telecommunications Products
Resolution No. 780/2025, issued on August 1, 2025, introduces updates to the certification process for telecommunications products, amending the previous Resolution No. 715. The key changes are summarized below:

Brazil: ANATEL Seizes 140 Illegal TV Box Sets
On July 29, 2025, the Brazil National Telecommunications Agency (ANATEL) issued a press release announcing the successful dismantling of a criminal organization involved in the importation, distribution, and sale of illegal IPTV devices known as “TV Box” and “Gatonet.” During the inspection operation, ANATEL seized 140 unauthorized TV Box sets.
ANATEL reiterated its warning regarding the risks of purchasing and using telecommunications products that lack agency approval, including cell phones and TV Boxes. These unapproved products have not undergone the mandatory safety and quality tests, which may lead to serious technical and cybersecurity issues—such as overheating, explosions, and potential harm to consumer health. Additionally, such devices can cause interference with telecommunications networks.
To combat the distribution of these illegal products, ANATEL continues to conduct inspection operations targeting marketplaces and distribution centers, aiming to protect consumers and maintain the integrity of Brazil’s telecommunications infrastructure.
Colombia: CRC Expands Equipment Homologation Requirements Under Circular No. 162 of 202
On June 18, 2025, the CRC issued Circular No. 162, introducing significant updates to the equipment homologation framework. The key changes include:
- An expanded scope that now covers not only mobile phones but also fixed and satellite terminal equipment.
- Alignment of technical requirements with newly allocated frequency bands, including 2500 MHz and 3500 MHz.
- Revisions to the technical standards table, requiring devices to comply with international standards such as 3GPP for electromagnetic exposure (SAR) and network compatibility.
- A streamlined homologation process featuring simplified documentation and clearly defined responsibilities for importers and manufacturers.
Additionally, the Circular establishes transitional provisions for applications submitted before 2016. All approved equipment must be publicly listed along with its technical specifications.
Mexico: IFETEL Prepares for IFT-016-2024 and IFT-017-2023 Local Testing and Certification
IFETEL has accredited two Certification Bodies (CBs) and one laboratory to support compliance with Technical Dispositions IFT-016-2024 and IFT-017-2023. Additionally, another laboratory is currently undergoing accreditation. IFT-016-2024 will take effect on November 3, 2025, followed by IFT-017-2023 on November 7, 2025.
Mexico: New Telecommunications Law Initiates Replacement of IFETEL
On July 16, 2025, the President of Mexico issued the new Law on Telecommunications and Broadcasting, repealing the previous Federal Law on Telecommunications and Broadcasting. The law came into effect on July 17, 2025. During the transition period, IFETEL will continue to operate for one month while the Comisión Reguladora en Telecomunicaciones (CRT) is established. The regulatory functions will then be transferred to CRT and the Agencia de Transformación Digital y Telecomunicaciones (ATDT).
Oceania
Kiribati: CCK Introduces New Equipment Type Approval Rules
On May 16, 2025, the Communications Commission of Kiribati (CCK) amended the Type Approval Rules (CCK 012014 TA Rules), introducing new mandatory requirements for communication equipment exported to Kiribati. These changes were implemented under the authority of Sections 61 and 62 of the Communications Act of 2012.

- Personal computers and standard laptops without embedded wireless modules
- Receiver-only equipment for sound and television broadcast reception
- Infrared-only remote-control devices
- Terminal equipment used by licensed radio amateurs for personal, non-commercial use
- Wired-only audio or video equipment with no wireless or RF capabilities
