Asia

Indonesia: Mutual Recognition Arrangement for Telecommunication Device Test Labs Between Indonesia and South Korea Effective 27 May 2025

On 27 May 2025, Indonesia and South Korea officially commenced the implementation of the Mutual Recognition Arrangement (MRA) for telecommunication device test laboratories. Under this agreement, telecommunication devices tested in recognized laboratories in South Korea can be used for certification in Indonesia without requiring retesting, and vice versa.

Indonesia: KOMDIGI to Transition Telecommunication Device Testing to Domestic Facilities by 2026

On 4 June 2025, Indonesia’s Kementerian Komunikasi dan Digital (KOMDIGI) announced plans to shift the majority of telecommunications device testing to domestic facilities by the end of 2026. The establishment of the Indonesia Digital Test House (IDTH) has enabled Indonesia to conduct testing domestically in accordance with international standards

India: MHI Announces Extension of Implementation Date for Scheme-X OTR

On 13 June 2025, the Ministry of Heavy Industries (MHI) released the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Amendment Order, 2025, extending the implementation date of Scheme-X OTR (Omnibus Technical Regulation) from 28 August 2025 to 1 September 2026.

India: DoT Publishes Draft Rules for LPI and VLP WAS/RLAN in Lower 6 GHz Band

On 19 May 2025, the Department of Telecommunications (DoT) of India published the draft Use of Low Power and Very Low Power Wireless Access System including Radio Local Area Network in Lower 6 GHz Band Rules, 2025. These rules apply to the 5925–6425 MHz frequency band. Under the draft, Low Power Indoor (LPI) devices will have a maximum Equivalent Isotropically Radiated Power (EIRP) of 1 W, while Very Low Power (VLP) Outdoor devices will be limited to a maximum EIRP of 25 mW. The rules will come into effect once published in the Official Gazette.

Malaysia: MCMC Cancels Class Assignment for 3400–3700 MHz Band

The Malaysian Communications and Multimedia Commission (MCMC) issued a notice on 1 June 2024 announcing the cancellation of the Class Assignment for Fixed-Satellite Service Earth Stations and Ultra-Wideband (UWB) Communication Devices operating in the 3400–3700 MHz frequency band. Effective 1 June 2025, the use of any equipment or devices within this frequency band is no longer permitted.

Mongolia: CRC Launches 5G Network

The Communications Regulatory Commission (CRC) of Mongolia officially announced the launch of its 5G network on 15 May 2025, marking a significant milestone in the country’s telecommunications development.

Thailand: On June 9, 2025, the National Broadcasting and Telecommunications Commission (NBTC) issued a notification regarding the phase-out of 2G- and 3G-only equipment

The following measures will take effect:

Type Approval Certificates:

  • NBTC will issue type approval certificates (Class B) for 2G- and 3G-only equipment until June 30, 2025. 
  • After this date, no new type approval certificates will be issued for such equipment.

Importation:

  • Importation of 2G- and 3G-only equipment will be permitted only until June 30, 2025.

Self-Labelling and Label Purchase: 

  • Authorization for self-labelling and the purchase of labels for 2G- and 3G-only equipment will be discontinued on June 30, 2025.

Additional Notes:

  • Multi-Technology Equipment: Equipment that supports 2G/3G along with other cellular technologies (e.g., 4G or 5G) will continue to be eligible for type approval as usual.
  • Previously Certified Equipment: 2G/3G-only equipment that has already been certified and is currently in the Thai market or in use by Thai users may continue to be sold and used. The new policy applies only to new models or products to be imported after the effective date.

Africa

Angola: INACOM Updates Type Approval Process

The Instituto Angolano das Comunicações (INACOM) has implemented important updates to the application and renewal process for type approval certificates. These changes aim to safeguard the integrity of the Type Approval system and prevent fraudulent practices.

The updates include the following:

  • Letter of Authorization (LoA) Requirements: Only current and clearly valid LoAs will be accepted. Incomplete, vague, or improperly dated LoAs will be automatically rejected under the new guidelines.
  • Renewal Submissions: All renewal applications must now include the legal name of the local entity along with a valid, verifiable Tax Identification Number (TIN).

To reinforce compliance, INACOM has suspended all pending certificate applications in order to conduct a thorough review of submitted documentation and to prevent the approval of potentially fraudulent materials.

Burundi: ACRT Publishes New Order Regulating Radio Equipment and Terminal Devices

On May 22, 2025, the ACRT published Ministerial Order No. 580/01 DU 17/04/2025 on its official website. The order establishes regulations for all radio equipment and terminal devices connectable to public networks, requiring manufacturers, importers, and distributors to ensure that their products comply with EU technical standards and essential requirements.  Before being placed on the market, all such products must obtain type approval from the ACRT.  To combat the distribution of counterfeit, substandard, or modified radio equipment and terminal devices, the ACRT will carry out regular inspections and will prohibit the importation, storage, and sale of unauthorized products.

Mauritania: ARE has updated the National Frequency Allocation Table

On April 28, 2025, the Agency for Radio Equipment (ARE) released an updated version of the National Frequency Allocation Table, covering frequency bands from 8.3 kHz to 3,000 GHz. The update includes revised channel specifications related to maritime mobile, aeronautical, and broadcasting services.

America

Bahamas: URCA Releases Solicitation Document on the National Spectrum Plan (2025-2028)

The Utilities Regulation and Competition Authority (URCA) released a solicitation document on the National Spectrum Plan (2025-2028). The plan needs to be revised every three (3) years in accordance with Section 31(4) of the Communications Act.

Chile: SUBTEL Issues Resolution No. 737 Exemption

On May 22, 2025, the Chile Undersecretary of Telecommunications (SUBTEL) published an exemption under Resolution No. 737, which modifies the exemption originally established by Resolution No. 1985 (2017) concerning technical standards for short-range devices (SRDs).  Starting February 22, 2026, SUBTEL will no longer issue approval certificates for Low Power Devices (LPDs), with the exception of Medical Implant Communication Systems (MICS). This Resolution 737 exemption will take effect on February 22, 2026.

Mexico: IFT Seal Implementation Postponed to 2027

On June 4, 2025, Mexico’s Federal Telecommunications Institute (IFT) officially approved postponing the effective date of the “Guidelines for the Use of the IFT Seal” until July 1, 2027. This decision follows constitutional reforms published on December 20, 2024, aimed at the “organic simplification” of federal regulatory bodies, which will lead to the eventual dissolution of the IFT.  Originally scheduled to take effect on July 1, 2025, these guidelines require all telecommunications and broadcasting products approved for the Mexican market to bear a recognizable IFT Seal. The seal serves as a visual indicator of compliance with national regulatory and technical standards.

Panama: ASEP has updated the National Frequency Allocation Plan (PNAF).

On May 22, 2025, the Autoridad Nacional de los Servicios Públicos (ASEP) issued Resolution No. 20510-Telco, which modifies the National Frequency Allocation Plan (PNAF).

Oceania

Australia: Expanded E-Micromobility and Battery Certification Scope to Cover Additional NSW Requirements

On May 23, 2025, the NSW Government updated the safety standards for lithium-ion e-micromobility devices under the Gas and Electricity (Consumer Safety) Act 2017. This update focuses on electrical safety and refines mandatory requirements for products including e-bikes, e-scooters, e-skateboards, hoverboards, and their batteries.

Testing and certification will be enforced starting August 2025, with mandatory labelling requirements taking effect in February 2026. Manufacturers and suppliers must ensure their products comply with these updated regulatory standards.
