Argentina:

ENACOM Publishes Resolución 748/2024

Ente Nacional de Comunicaciones (ENACOM) released Resolución 748/2024 on September 16, 2024, to add new channel arrangements for the following frequency bands used by the Digital Multichannel System (MXD):

  • 7,110-7,900 MHz
  • 8,275-8,500 MHz
  • 14.5-15.35 GHz
  • 21.2-23.6 GHz
  • 71-76 GHz
  • 81-86 GHz

Brazil:

ANATEL Will no Longer Accept Renewals Expired for More Than Six Months

Agência Nacional De Telecommunicators (ANATEL) reinforced the application of Resolution No. 715, Article 53 at the end of September. The main points are as follows:

  • ANATEL will no longer accept renewals for certificates having expired for more than six months
  • If the renewal deadline is missed, applicants will be required to apply for a new certification, which will result in the issuance of a new ANATEL certificate ID.

ANATEL Will Phase Out 2G and 3G Technologies in April 2025

Agência Nacional De Telecommunicators (ANATEL) released the new Act 14430 on October 7, 2024. The new Act will be in force on April 6, 2025, with the following requirements:

Addition to Act No. 3151:

  • 4.4: Certification of modules or final products classified as Personal Mobile Service Access Terminal Stations that only support 3G or lower technologies is not permitted.
  • 4.5: Modules or final products classified as Personal Mobile Service Access Terminal Stations capable of making voice calls, including emergency calls and SMS over IMS (IP Multimedia Subsystem), must support the VoLTE (Voice over LTE) technology. 

Addition to Act No. 3152:

4.5: Certification of mobile phones supporting only 3G or lower technologies is not permitted.

4.6: Mobile phones must support VoLTE for voice calls, including emergency calls, and SMS over IMS.

Equipment supporting only 3G or lower technologies approved before this Act takes effect may maintain their certifications without needing to adjust to the new requirements.

ANATEL Authorizes the Use of the 802.11be Nomenclature

Agência Nacional De Telecommunicators (ANATEL) authorized the use of the 802.11be nomenclature in Brazil. Devices incorporating the Wi-Fi 7/802.11be technology can now officially list this designation on their certificate of conformity. The testing required for Wi-Fi 7 in Brazil is described in ANATEL Act 14448, item 11.7. These requirements align with those for Wi-Fi 6E.

Cayman Islands:

Ofreg Permits 5G Technology

The Cayman Islands Utility Regulation and Competition Office (OfReg) endorsed the deployment of the 5G technology.

India:

MeitY Extends the Date of Implementation of New Security Requirements on CCTV Products

The Ministry of Electronics and Information Technology (MeitY) released a notification regarding Security Requirements for CCTV Cameras on October 9, 2024, to extend the date of implementation to April 9, 2025.

Japan:

MIC Permits HPUE in Various LTE/5G NR Bands

On October 16, MIC revised the following Japan Radio Law articles to permit the use of high-power UEs (HPUE) in the various LTE/5G NR bands with their newly updated requirements:

  • Article 2-1-54 TD-LTE Land Mobile Station in B41: 29 dBm max output power
  • Article 2-1-54-2 TD-5G Land Mobile Station in n41: 26/29 (CA) dBm max output power
  • Article 2-1-11-30 5G Land Mobile Station in n40/n77/n78/n79
  • Article 2-1-11-32 5G FR2 Land Mobile Station in the 27 – 29.5 GHz bands (n257)

MIC Extends Operating Frequency Ranges for LTE B1 and 5G NR n1 Bands

With the revision of the Digital Cordless Telephone Protection Regulation, MIC has permitted the extension of operating frequency ranges for LTE B1 and 5G NR n1 bands.

MIC Updates Spurious Emissions Requirements for Various LTE/5G NR Bands

On October 16, MIC revised the following Japan Radio Law articles to update spurious emissions requirements in the various LTE/5G NR bands:

  • Article 2-1-19 FD-LTE Land Mobile Station in B1/B3/B8/B11/B18/B19/B21/B28
  • Article 2-1-11-21 TD-LTE Land Mobile Station in B34, B40, and B42
  • Article 2-1-11-34 FD-5G Land Mobile Station in n1/n3/n8/n18/n26/n28/n74

Mexico:

IFETEL Modifies the Enforcement Date of Guidelines for IFT Logo

The Instituto Federal de las Telecomunicaciones (IFETEL) released an official gazette on October 2, 2024, modifying homologation guidelines on the use of the IFT Seal. The enforcement of the modified guidelines will be postponed to July 1, 2025.

Philippines:

NTC Releases the Process for Updating Certificates to Wi-Fi 6 GHz

The National Telecommunications Commission (NTC) released a new announcement on September 23, 2024, outlining the application process for products that have already obtained NTC certificates but wish to update their certificates to Wi-Fi 6 GHz. The main points are as follows:

Modification of Type Approval Certificates (TAC) and Grant of Equipment Conformity Certificates (GEC): All certified equipment supporting the 5,925-6,425 MHz frequency band must have their certificates modified.

Supporting document requirements: Certificate modification applications must include the following documents:

  • A copy of the previously issued NTC Type Approval Certificate or Grant of Equipment Conformity certificate.
  • A declaration of updated equipment radio specifications.
  • A copy of the applicable radio test report/certificate issued before the release of the NTC Type Approval Certificate or Grant of Equipment Conformity.

Frequency band update: The updated certificates will indicate the new short-range device frequency band 5,925-6,425 MHz while retaining the original NTC certificate number.

South Africa:

South African Government Releases Next-Generation Radio Spectrum Policy for Economic Development

The Minister of Communications and Digital Technology of South Africa issued the National Gazette No. 166 “The Next Generation Radio Frequency Spectrum Policy for Economic Development” on May 28, 2024, which provides the preliminary date for the sunset of 2G and 3G networks. The sequencing for sunsetting of 2G and 3G networks and their related dates will be determined by the Independent Communications Authority of South Africa (ICASA) based on economic and regulatory impact assessments. The main points are as follows:

  • The type approval of 2G and 3G-only devices will be prohibited starting September 30, 2024.
  • The activation of 2G and 3G-only devices on networks will be prohibited starting December 31, 2024.
  • The shutdown of 2G and 3G services will begin on June 1, 2025.
  • The total shutdown of 2G and 3G networks will be completed by December 31, 2027.

United Arab Emirates:

MoIAT Announces Adoption of Updated National Conformity Marks and Performance Labels

The Ministry of Industry and Advanced Technology (MoIAT) released in the UAE Official Gazette the Ministerial Resolution No. 137 of 2024 on September 16, 2024, adopting the revised designs of national conformity marks and performance labels. Manufacturers and Suppliers must comply with the new designs with transition periods as detailed below:

  • For new products not manufactured or labeled: 6 months after the date of publication (March 15, 2025).
  • For products already available in the local market: 1 year after the date of publication (September 15, 2025).

Please refer to the below basic requirements for the artwork:

  • Color configurations must be maintained – please ensure that the original color schemes of the artwork are adhered to without alterations.
  • Proportions must be followed – the proportions of the artwork shall remain consistent to preserve the intended design.

There is no specific requirement on artwork dimensions as long as it is clear and readable.

Vietnam:

TQC Increases Certification Fees

The Vietnam Telecom Metrology and Quality Center (TQC) released Decision 213/QĐ-TTĐLCL on October 18, 2024, announcing an increase in certification fees. This decision will take effect on November 1, 2024.
