South Africa: The Department of Trade, Industry and Competition (the dtic) has published an amendment to the National Regulator for Compulsory Specifications (NRCS) VC 9008, Compulsory Specification for Energy Efficiency and Labelling of Electrical and Electronic Appliances.
On 1 September 2026, the Department of Trade, Industry and Competition (the dtic) published an amendment to the Compulsory Specification for Energy Efficiency and Labelling of Electrical and Electronic Appliances (VC 9008).
The revision updates the mandatory energy efficiency and labelling requirements for nine categories of electrical and electronic appliances, including air conditioners and heat pumps, audio-visual equipment, dishwashers, electric ovens, refrigerators and freezers, tumble dryers, washer-dryer combinations, and automatic washing machines.
The amended requirements will be implemented in two phases: Phase 1 will take effect 12 months after publication (September 2027), while Phase 2 will take effect 24 months after publication (September 2028).
The categories subject to more stringent requirements are air conditioners and heat pumps, refrigerators and freezers, and top-loading washing machines. For these products, the Minimum Energy Performance Standards (MEPS) will increase from Class G to Class F in Phase 2. The energy-efficiency classes for the remaining product categories remain unchanged.
VC 9008 also reiterates that new Letter of Authority (LOA) applications must be supported by a valid test report issued within the preceding 36 months. In addition, renewal applications submitted after an LOA has expired must be supported by a valid test report issued within the preceding 60 months.
Madagascar: ARTEC Tightens Type Approval Procedures and Makes Product Samples Mandatory
The Autorité de Régulation des Technologies de Communication (ARTEC) in Madagascar is now strictly enforcing the requirement for manufacturers and importers to submit a physical product sample as part of the type approval application process.
While this requirement is not new and originates from Decree No. 2014-1650, which has been in force for several years, ARTEC has recently begun applying the sample submission requirement more rigorously. In practice, type approval applications could previously be processed based on technical documentation alone. Under the current approach, submission of a physical product sample is now required as part of the application.

Brazil: ANATEL to Implement New Certification System "Certifica"
The Brazilian National Telecommunications Agency (ANATEL) has launched Certifica, a new certification system that replaced the Mosaico-SCH platform on 8 September 2026.
The new system is integrated with the SEI-ANATEL electronic information platform. Under the new process, local representatives are required to register in SEI-ANATEL and grant the necessary authorizations to the designated Certification Body (OCD).
Certification applications cannot be submitted until the registration, and authorization requirements have been completed. Failure to complete these steps may result in delays in the ANATEL certification process.
Brazil:ANATEL Approves 2026 Frequency Allocation and Distribution Plan (PDFF 2026)
The Brazilian National Telecommunications Agency (ANATEL) has approved Resolution No. 789, adopting the Frequency Allocation, Destination and Distribution Plan 2026 (PDFF 2026).
The resolution also introduces amendments to the regulations governing the use of radio frequencies for broadcasting services and related ancillary services (RCC-SRA).
Resolution No. 789 entered into force on 12 August 2026 and simultaneously revoked Resolution No. 772.
The update concerns Brazil's radiofrequency allocation framework and related spectrum management regulations.
Trinidad and Tobago: TATT Opens Public Consultation on Satellite Services Authorisation Framework
The Telecommunications Authority of Trinidad and Tobago (TATT) published Version 0.1 of the Framework for the Authorisation of Satellite Services on 7 September 2026, launching the first of two public consultation rounds. Comments on the draft framework may be submitted until 19 October 2026. The draft framework proposes the establishment of a registry of authorised space stations with landing rights and a unified authorisation framework covering satellite operators, gateways, telemetry, tracking and command stations, VSATs, earth stations in motion, end-user terminals, satellite IoT services, and direct-to-device (D2D) services. Under the proposal, consumer terminals would generally operate under a class licensing regime but would be permitted to access only TATT-authorised service providers. The framework also proposes that D2D services be subject to arrangements with a local mobile network operator, as well as the applicable concession and spectrum licences. The document is currently under public consultation and has not yet been adopted as a final regulation.
Mexico: CRT Modifies IFT-011-2022 Part 3
The Mexican Telecommunications Regulatory Commission (CRT) has published an amendment to Technical Provision IFT-011-2022, Part 3, which establishes technical requirements for mobile terminal equipment capable of using the radio spectrum or connecting to telecommunications networks to receive, process, and display emergency alerts delivered through the mobile broadcasting service.
The amendment establishes separate channels for high-priority earthquake alerts, high-priority alerts for other types of emergencies, and civil protection advisory messages. Alerts may be provided in Spanish, national indigenous languages, and/or English.
The updated requirements also introduce different display formats, audible signals, and vibration patterns, together with associated test methods for demonstrating compliance.
The Agreement will enter into force on 27 October 2026, 60 calendar days after its publication.
Mexico: Customs Law Amendments Affect NOM Compliance Enforcement
The Mexican Chamber of Deputies (Cámara de Diputados) published Annex F on 8 September 2026, introducing amendments to various provisions of the Customs Law.
Following the publication, the National Customs Agency of Mexico (ANAM) issued a press release providing guidance to administrative units on the enforcement of Official Mexican Standards (NOMs) related to commercial information requirements.
Under the directive, goods may be forfeited to the federal treasury if compliance with the applicable NOM requirements cannot be demonstrated. However, forfeiture may be avoided if the applicable non-tariff regulations and restrictions are satisfied within 30 days of notification of the initiation of the administrative customs proceeding.
In cases where compliance with NOM requirements is demonstrated but information has been omitted or presented inaccurately, fines ranging from 2% to 10% of the commercial value of the goods may be imposed.
Honduras: CONATEL Releases Resolution NR003/26 on Spectrum Allocation and Wireless Equipment
