EU Amends Cosmetics Regulation in Response to CMR Substances

Commission Regulation (EU) 2021/1902, published on October 29, 2021, uniformly implements the prohibition and restriction of CMR substances within internal markets. Annex II, Annex III and Annex V to Cosmetic Regulation (EC) 1223/2009 will be updated.

On October 29, 2021, the European Commission released Regulation (EU) 2021/1902 to amend Annexes II, III and V to the Cosmetics Regulation, (EC) 1223/2009, in response to the carcinogenic, mutagenic or toxic for reproduction (CMR) classification of substances in Delegated Regulation (EU) 2020/1182 amending the CLP regulation. This update harmonizes the prohibition of CMR substances within EU community.

The regulation will be effective from November 23, 2021, and its requirements will be applied from March 1, 2022. 
It is also to highlight that a fragrance allergen Butylphenyl methylpropional (CAS No. 80-54-6) will be prohibited for use in this update.
