Updates to Commission Regulation (EU) 2020/1684, of November 12, 2020, will allow Methoxypropylamino Cyclohexenylidene Ethoxyethylcyanoacetate as a UV filter in cosmetic products, with certain conditions.

The regulation will become effective on December 2, 2020, the 20th day following its publication.

Opinion SCCS31605/19, published by Scientific Committee on Consumer Safety (SCCS), concluded that Methoxypropylamino Cyclohexenylidene Ethoxyethylcyanoacetate is safe to be used as UV filter in cosmetic products, with a maximum concentration of 3%; while its inhalation toxicity was not assessed. Because of this, the European Commission allows and authorizes the use of this substance as a UV filter, except for applications that may lead to exposure of the end-user’s lung by inhalation. Methoxypropylamino Cyclohexenylidene Ethoxyethylcyanoacetate is a secondary amine, therefore it should not be used with nitrosating agents and its nitrosamine content should be kept at a level of less than 50ppb.
