US CPSC Issues a Direct Final Rule for Hand-Held Infant Carriers

The US CPSC has published the direct final rule to incorporate the latest version of the ASTM standard for Hand-Held Infant Carriers.

On May 20, 2020, the US Consumer Product Safety Commission (CPSC) published direct final rule 16 CFR 1225 revisions to safety standard for Hand-Held Infant Carriers. The rule incorporates the latest version of ASTM F2050-19 (Standard Consumer Safety Specification for Hand-Held Infant Carriers) with no modifications and will become effective on August 3, 2020. 

The standard defines hand-held-infant-carriers as “a freestanding, rigid-sided or semi-rigid-sided product intended to carry an occupant whose torso is completely supported by the product to facilitate transportation by a caregiver by means of hand-holds or handles”.

Below are two significant changes in ASTM F2050-19:

  • The “hand-held infant carrier” definition now includes semi-rigid-sided products. This is harmonized with the definition in 16 CFR 1225
  • Added warning statement and pictogram requirements in regard to fall hazards with shopping cart use
