In October 2019, ASTM Subcommittee F15.39 published a revision to the ASTM F1912 Standard Specification for Safety of Bean Bag Chairs and Bean Bag Covers. The newly published version, designated ASTM F1912-19, now includes separately sold bean bag covers.
ASTM F1912 was created to address choking and suffocation hazard(s) associated with bean bag chairs. The CPSC reported 5 deaths and 26 injuries from 1973 to 1995.
The specification covers bean bag chairs and bean bag covers with and without zippers, and specifically covers two types:
Those designed to be refilled, and
Those designed with permanent closures and not intended to be refilled.
Defined as, “a bag or cover capable of being filled with polymeric or natural material beads, or a liner that contains polymeric or natural material beads”, bean bag covers are now subject to durability, performance, and labelling requirements.
Also included is a new definition for a “non-refillable bean bag chair”, which is defined as, “a bean bag chair not intended to be refilled with polymeric or natural material beads, or a liner that contains polymeric or natural material beads”.
Per the specification, bean bag chairs and bean bag covers shall:
- Include appropriate suffocation safety labelling, depending on intent to be refilled.
- Withstand a drop durability test without failure of seams or closure mechanisms, allowing unintended access to filling material or inner liner
- Include zippers that are either disabled or require a specified minimum force for actuation.
Safety specifications are expected to evolve over time, addressing new product associated hazards and keeping current with product developments. ASTM F1912’s update to include bean bag chair covers was precipitated by a January 2018 recall of bean bag chair covers that used zippers that could be opened by children.
