South Korea is consulting over its proposed amendment to the Common Safety Standard for children’s products. The revision is proposed to enter into force in June 2020 at the earliest.

In August 2019, the Korean Ministry of Trade, Industry and Energy (MOTIE) announced a proposal to revise its Common Safety Standard for children’s products subject to certification under Articles 17, 22 and 25 to the Special Act on the Safety of Children’s Products. The common safety standard for children’s products applies to products that are used or for children under the age of 13.

The proposal contains, inter alia, several important provisions:

  • Clarifying the sum of six phthalates (DEHP, DBP, BBP, DINP, DIDP and DNOP) that applies to synthetic resin products, including coatings on textiles or leather, irrespective of whether they are intended to be mouthed
  • Strengthening the restriction limit of lead content in substrates from 300 mg/kg to 100 mg/kg
  • Restricting n-nitrosamines and n-nitrosatable substances in children’s products intended to be placed in the mouth such as pacifiers, teethers, toothbrushes and balloons, and mouthpieces of children’s products (see Table 1 below)
  • Repositioning the description of test methods for physical safety requirements to Annex F.

According to this proposal under Notice Number 2019-0508, comments are accepted until October 21, 2019.

This proposal was also announced under document 19-5400 of August 22, 2019 by the World Trade Organization (WTO). Per this announcement, the proposed date of entry into force is June 2020 or later.

Highlights of requirements for n-nitrosamines and n-nitrosatable substances in the proposal are summarized in Table 1.
