On April 7, 2017, the Peruvian Ministry of Mining and Energy published Supreme Decree No. 009-2017-EM approving “Reglamento Técnico sobre el Etiquetado de Eficiencia Energética a Productos Energéticos” – Technical Regulation on the Labeling of Energy Efficiency to Energy Products.

The new regulation affected a wide variety of products, including the following items for domestic use:

  • Refrigeration appliances
  • Washing machines
  • Tumble Dryers
  • Air conditioning equipment
  • Instantaneous and tank electrical water heaters
  • Instantaneous and tank gas water heaters
  • Lamps for domestic use (LED, fluorecents and incandecesnts)
  • Electrical engines
  • Electrical & electronic ballast
  • Industrial boilers

The regulation requires products to be evaluated using specifications in the applicable annexes. The product must then be marked with the appropriate new energy label, with certification issued by an accredited Certified Body (CB). The decree also states that applicable products, offered for sale before the effective date, must also comply with the new energy labeling requirements at the point of sale.

The original date for implementation for these consumer products was April 7, 2019. This date was postponed until April 7, 2020, by Supreme Decree No. 009-2019-EM, issued on April 6, 2019.

To assist manufacturers and suppliers of consumer products, SGS’s global network offers testing and certification services against the new Peruvian regulation. SGS in Colombia has recently achieved accreditation for the following consumer products:

  • Refrigeration appliances
  • Washing machines
  • Tumble Dryers
  • Air conditioning equipment
  • Instantaneous and tank electrical water heaters
  • Instantaneous and tank gas water heaters
  • Lamps for domestic use (LED and Fluorecents)

With the requirement that applicable products, already on sale before the effective dates, must comply with the regulations at the point of sale, manufacturers and suppliers of electrical domestic products are now advised to seek certification for their products from a CB to ensure continued access to the Peruvian market.
