In the Official Journal of the European Union (OJEU) EU commission decision 2019/1254 was published on July 22, 2019. The decision harmonizes the revised toy trampoline standard EN 71-14:2018. Only harmonized standards can be used to show compliance to the EU Toy Directive 2009/48/EC. The previous version EN 71-14:2014+A1:2017 may be used until 22 January 2020.

The main changes in the revised EN 71-14:2018 standard are the inclusion of so-called buried trampolines and the change of the mat deflection multiplying factor.

Buried Trampolines

Previously, buried trampolines were excluded and those toys needed to be EC type examined by a Notified Body. Now that EN 71-14:2018 is harmonized buried trampolines can show compliance by complying with the standard.

A buried trampoline is a trampoline which according to the manufacturer's instructions requires a hole to be dug as part of the installation process. Buried trampolines are available in two types:

  1. Raised buried trampolines, where the frame is levelled above the ground
  2. Ground levelled buried trampolines, where the frame is levelled with the ground

Raised buried trampolines need to be equipped with an enclosure. Ground levelled buried trampolines need to be equipped with an enclosure or provide a one meter wide soft surface outside the edge of the jumping area.

Mat Deflection Factor

The mat deflection factor is a multiplying factor used to calculate the mass to be used in testing the mat deflection. The intention is to assure that the mat does not touch the ground while the user is bouncing, considering static and dynamic forces. The previous version of EN 71-14 stated a multiplying factor of 2.5 for all trampolines. The revised standard sets this factor now to 5.0, except for mini trampolines, where a factor of 2.5 is still applied. The requirements for buried trampolines are more stringent for the remaining distance to the ground in maximal deflected state, compared to non-buried trampolines. For buried trampolines some effect of back fill by debris in the trampoline hole is considered.
