Canada - Manitoba Repeals the Bedding and Other Upholstered or Stuffed Articles Regulation
Canada’s provincial government of Manitoba announced on January 24, 2019 reduction of regulatory burdens on retailers and manufacturers by repealing the Bedding and Other Upholstered or Stuffed Articles Regulation effective January 1, 2020.

The provincial government of Manitoba will repeal the Bedding and other Upholstered or Stuffed Articles Regulation, 78/2004, under the Public Health Act to improve regulatory efficiency, better align regulations across jurisdictions, and remove technical barriers to trade. As of January 1, 2020, provincial rules relating to the labelling, processing, and health and safety standards regarding bedding and upholstered or stuffed articles set out in the Regulation will no longer apply to manufacturers, renovators, home hobby / craft operators and any other persons currently subject to the Regulation in the Province of Manitoba. The Regulation remains in force until January 1, 2020 and the Manitoba’s Consumer Protection Office will continue to administer the rules for subjected items until the repeal takes effect.
With the repeal of the regulation, Manitoba’s consumers will continue to be protected for health, safety, and labelling requirements under federal legislation including the Canada Consumer Product Safety Act and the Textile Labelling Act, as is the case in the other provinces.
The repeal applies only in Manitoba. In December 2018, Ontario announced the revocation of its Ontario Regulation 218/01: Upholstered and Stuffed Articles effective July 1, 2019. Any manufacturer, importer, retailer, renovator and distributor of bedding and other upholstered or stuffed articles subject to regulations in Quebec must continue to comply with Quebec’s laws.
