Indonesia has published a proposal mandating the use of SNI 8218:2015 for food contact paper and paperboard materials and articles. If approved, the regulations could become effective in 2020.

In April 2018, the World Trade Organization (WTO) circulated a notification announcing Indonesia’s intention to mandate testing and certification for food contact paper and paperboard materials and articles. The draft legislation, attached to WTO document number 18-2388 [1] and notified under G/TBT/N/IND/120, contains a number of important elements. These include:

  • Mandating the use of SNI 8218:2015 ‘Kertas dan karton untuk kemasan pangan’ (paper and paperboard for food packaging), a standard with specific performance, physical and chemical requirements
  • Requiring certification by a certification body (LSPro) and the use of SNI marking for compliant products

According to the notification, paper and paperboard materials and articles with the following HS codes and ICS numbers are within scope:

  • HS 4804.39.20, HS 4804.42.10, HS 4804.49.10, HS 4804.52.10 and HS 4804.59.10
  • HS 480439, HS 480442, HS 480449, HS 480452 and HS 480459
  • ICS 55.040, 67.250 and 85.080

The proposed date of adoption is June 17, 2018 and the proposed date of entry into force is six months after adoption. The regulations will take effect 18 months after promulgation.
