On September 18, 2017, U.S Consumer Product Safety Commission (CPSC) approved the final rule to establish a safely standard for Infant Bouncer Seats codified under U.S Federal Regulation 16 CFR 1229. The rule will be included in the list of notice of requirements (NORs) issued by the Commission.
Definition of “Infant Bouncer Seats”
An infant bouncer seat is a freestanding product intended to support an occupant in a reclined position to facilitate bouncing by the occupant, with the aid of a caregiver or by other means. Intended occupants are infants who have not developed the ability to sit up unassisted (approximately 0 to 6 months of age).
The final rule incorporates by reference the most recent voluntary standard for infant bouncer seats, developed by ASTM International, ASTM F2167–17, with two modifications listed below:
- Requires warning label format and placement to state: ‘‘stop using when baby starts trying to sit up’’
- Additional text in the suffocation and fall hazard warning label to limit the maximum weight for occupant
This rule will become effective March 19, 2018.
