On 12 August 2016 the DOE enacted the final rule for energy conservation regulation for Battery Charger efficiency. Compliance with the standard is required by 13 June 2018.

New Efficiency Standard for Battery Chargers - Summary Highlights

Starting on 13 June 2018 all battery chargers covered by this rule imported into the USA or manufactured in the USA must comply with the new standard. The new standard, effective June 13 2018 will preempt existing state regulations in Oregon and California. DOE analysis indicates an energy savings of 11.2% relative to the energy use of these products.
