The European Union (EU) has recently proposed an amendment to the existing restriction on the use of cadmium in certain paints. The amendment is proposed to enter into force in the last quarter of 2015.

On 26 June 2015, the World Trade Organization (WTO) circulated notification G/TBT/N/EU/294 [1] from the EU to announce an amendment to the scope of cadmium under point 2 in entry 23 of ANNEX XVII of REACH.

The notification would amend the existing restriction on cadmium in paints with taric codes [3208] and [3209], and the introduction of a limit value in these paints. Under ANNEX I [2] to the draft Commission Regulation [3]:

  • Cadmium is restricted to less than 0.01% (100 mg/kg) in paints with taric codes [3208] and [3209]
  • ŸCadmium is restricted to less than 0.1% if paints with taric codes [3208] and [3209] contain more than 10% zinc content
  • The restriction limit of 0.1% cadmium in paints on painted articles remains unchanged

The amendment is proposed to be adopted in the last quarter of 2015. The restriction will apply from the date of entry into force; 20 days after publication in the Official Journal of the EU (OJEU).
