On 26 June 2013, SGS accepted the responsibility to provide project management and supervision services for the construction of aviation fuel storage facilities and a hydrant system connected to an underground fueling network to guarantee the highest level of safety for airplanes during re-fueling and enhancing the international competitiveness of the Tan Son Nhat International Airport.

Tan Son Nhat International Airport, serving Hoh Chi Minh City and the southern region, is the largest international airport in Vietnam in terms of area. The airport currently has a handling capacity of 15-17 million passengers per year and, according to the Vietnamese Ministry of Transport estimates, Tan Son Nhat International could be serving up to 23,5 million passengers and processing more than 600 thousand tons of cargo annually by 2015.

During the eight-month agreement, eight SGS experts will conduct management consultancy and construction supervision services both on site and in the Tan Son Nhat Petrol Commercial Joint Stock Company (TAPETCO) airport offices. After reviewing the services and quality of leaders in the industry, TAPETCO selected SGS due to its extensive experience and proven expert competence in projects of this kind. It is the first collaboration between the two.

Construction of Aviation Fueling Facilities at Ton Son Nhat International Airport

TAPETCO,  headquartered at Tan Son Nhat International in Ho Chi Minh City, was established in 2008 and has been constructing Vietnam's first underground aviation fueling facilities which include fuel storage tanks, intoplane and underground fuel hydrants to modernize the airport since May 2012.

The project encompasses the construction of three new 3,009 cubic meter storage tanks providing a total 9,027 cubic meter working capacity and a pipeline to the underground fuel hydrant system including all required airport depot systems such as unloading/loading facilities, pumps & filter pad, operations center, lead detection, test stand, automation and fire-fighting systems, etc.

SGS experts are providing comprehensive project management consultancy and construction supervision services until the successful completion of the TAPETCO project. In order to ensure EPC-contractor fulfillment of all contractual obligations, professional SGS supervisors chair regular progress meetings with the assigned EPC contractor and report resolved or pending issues. SGS project managers are locally available to expeditiously keep working partners informed. Payment reports submitted by the EPC contractor are checked in accordance with actual progress and quality/quantity of completed work to resolve any concerns. Specialized SGS managers are assisting TAPETCO project leaders in controlling and minimizing alterations to the EPC contractor scope of work, reviewing EPC-contractor variation notifications, negotiating solutions and making decisions. Supervisors are monitoring project performance activity progress and alerting the EPC contractor to any actual or potential delays that could negatively impact the timely project completion. SGS specialists are preparing all written documents for final approval of TAPETCO authorities and issuing them monthly progress reports.
