On April 14, 2010 the round table session “Technical Regulation Reform – Creation of a Single Accreditation System in Russia” took place during the traditional Russian Business Week. The round table session was organized by the Committee for Technical Regulation, Standardization and Conformity Assessment of the Russian Union of Industrialists and Entrepreneurs.

Currently, one of the major obstacles preventing Russia from implementing an innovative development strategy is the abundance of administrative barriers hindering domestic products from market access. This is due to the archaic system of accreditation of certification bodies and testing laboratories.

Today, there are 16 national accreditation systems and a few hundred certification systems active in Russia. There is no single national accreditation system. To enter the market, a new product has to be certified many times in various national systems with similar requirements, sometimes under the same standards. At the same time, in Europe there are single criteria and rules for market access. In each EU country there is one national accreditation body.

Representatives of Russian authorities, leading Russian enterprises, R&D institutes and experts participated in the round table session. During the session Vladimir Ovcharov, Head of Product Certification and Industrial Safety at SGS Vostok Limited, shared the SGS experience of accreditation by national accreditation bodies.

During the round table session the participants discussed the establishment of a single accreditation body in Russia, the necessity of amending the Federal Law On Technical Regulation with regard to accreditation and conformity assessment, the status of the Federal Law On Accreditation in the Field of Conformity Assessment and other issues. The conclusions of the discussion will be presented to the relevant Russian authorities.
