The Government of the Russian Federation decided that the Ministry for Public Health and Social Development needs to be reformed.

The Russian Prime Minister, Vladimir Putin, said that there are unnecessary barriers to business arising from improper organization of supervision by such agencies as the Federal Service for Supervision, in the Area of Consumer Rights Protection and Human Well-Being (Rospotrebnadzor), and the Federal Service for the Supervision of Public Health and Social Development (Roszdravnadzor). Therefore, it was proposed that a new single body should be created, which will replace the two mentioned above. Proposals regarding the establishment of such a body should be submitted to the Government by May 15, 2010. This would reduce the number of inspections and tests required to obtain permits for products.

Also, the Federal Law on the Sanitary and Epidemiological Welfare of Population is to be amended. The list of product groups for which mandatory sanitary-epidemiological conclusion certificates (otherwise called Hygienic Certificates) are required will be reduced by about two-thirds. It is proposed that the mandatory hygienic conclusions will be needed only for drinking water, baby and dietetic food, alcohol, dietary supplements and genetically modified products.
