The Russian Government approved terms and responsibilities for Technical Regulation development. The approved program includes eleven Technical Regulations developed in Russia, ten European Directives and one Technical Regulation from Belorussia on perfumes and cosmetics, which would be applied on Russian territory according to the Government's decision.

In accordance with the new program, the main activities of the Russian Government in the field of Technical Regulation will be transferred to an international platform. Further development of Russian Technical Regulations outside the integration processes, on the creation of the Common Economic Area of Russia, Belorussia and Kazakhstan, was declared inappropriate.

The enactment of ten European Directives and one Technical Regulation of Belorussia in the Russian Federation is planned on an alternative basis, which was mentioned in the amendment to the Law on Technical Regulation commissioned by the Russian President, Dmitry Medvedev, and adopted in December 2009.

Before May 15, 2010, the intention is to consider eight European Directives concerning explosive materials, packaging and the use of a radio-frequent spectrum. Two other Directives, concerning fertilizers and lubricants, are next on the list.
