According to Russian Governmental Decree No 148 dated March 17, 2010, certificates of conformity issued before February 15, 2010, the effectiveness date of Governmental Decree No 982 regarding the updated list of products subject to mandatory certification, should be valid until their expiry date within the shelf life or the service life of the products in question.

In addition, according to Russian Governmental Decree No 149 dated March 17, 2010, cigarettes are excluded from the above mentioned list, since their conformity verification is performed in the form of a mandatory declaration of conformity, in accordance with Federal Law No 268 Technical Regulation on Tobacco Products dated December 22, 2008.
