At the first reading, the State Duma has adopted the draft Technical Regulation on Safety of Pressure Equipment. This Law sets out the minimum requirements necessary to ensure industrial safety, explosion and mechanical safety of equipment operating under excess pressure over 0.07 MPa or water heating temperatures over 115°C.

The security requirements have been defined for the processes of the design, manufacture, construction, installation, maintenance, storage, transportation and disposal of such equipment, forms of assessment and verification of conformity of equipment to the stipulated requirements, conformity assessment schemes, the range of applicants, as well as the composition of proving materials and deadlines for conformity assessment.

According to the new Law, equipment launched into the Russian market is subject to mandatory conformity assessment in the form of a declaration of conformity or mandatory certification. Equipment mounted on site is subject to declaration of conformity. It is proposed that the current functions of Rostekhnadzor, with regard to registration of technical devices and the issue of Permits to Use are cancelled.
