Revised regulation regarding importation of second-hand machinery in Brazil was published by DECEX – Brazilian International Trade Department. DECEX Regulation # 8. In brief it requires the importer of second-hand machinery to present an inspection report stating the conditions of the goods, useful life and market value amongst other information which is submitted for custom approval to gain the importation license.

For SGS the main change with the new regulation was article 23, where it is stated that the inspection company must be qualified at DECEX. In the past, any company with a good reputation could issue the inspection report, but with the new regulation only the accredited ones can. SGS do Brazil has been granted the local accreditation, in a process which included the documentary analysis and verification of the CVs of our engineers, registration before the engineers regulatory body, proof of past experience, etc. As a result of this process, only approved local engineers can sign used equipment reports.
