REACH - The EU Regulation on Chemicals comes into Force on 1 June 2007
On December 30, 2006, the final text of REACH (Registration, Evaluation and Authorization of Chemicals) was published in the Official Journal of the European Union.
Considered the most ambitious environmental protection policy in the last 20 years, REACH will replace 40 existing EU Regulations and Directives.
Protecting human health, the environment and enhancing the competitiveness of the EU´s chemical industry are the main objectives of REACH. Once in force, REACH will require European producers and importers to register all existing (about 30,000) and all new substances with the new European Chemicals Agency (Helsinki).
Who will be affected?
REACH addresses all industries: textile, cosmetics, chemical, electrical, electronic etc. The regulation gives manufacturers and importers more responsibility over the hazards of certain chemical compounds found in their products. They will now be required to manage the risks posed by these chemicals and provide transparent information to consumers on the chemical properties of their products.
In the case of products containing hazardous chemicals, manufacturers have to submit a substitution plan to replace them with safer alternatives. REACH targets substances of very high concern, such as: endocrine disruptors, CMR - carcinogenic, mutagenic, toxic for reproduction, bio accumulative and toxic substances (formaldehyde, Cr VI, brominated flame-retardants…).
REACH sets priorities for risk assessment and testing and promotes non-animal testing. Once the regulation is adopted, producers have to intensify their preparatory activities so as to fulfil their duties in time.
