IEC introduced the IECQ HSPM 080000 standard for Hazardous Substance Process Management (HSPM) in November 2005. The standard is a framework for the management of hazardous substance control and defines the requirements for establishing processes that identify and control any introduction of hazardous substances into electronic products, the related packaging material and batteries.

The increase in the number of IECQ HSPM 080000 certificates from 134 at the end 2006 to 200 at end of February 2007 shows that a fast growing number of E&E manufacturers see it necessary to include the relevant hazardous substance control measures to their management systems. The IECQ HSPM 080000 certification is complimentary to RoHS product testing and product certification.

Examples of large IECQ HSPM certified companies include Taiwan-based GIGA-BYTE TECHNOLOGY CO., LTD. The company’s management systems were audited and certified against the IECQ HSPM standard in late 2006 by SGS Taiwan.
