New Transportation Rules for Efficient Classification and Approvals of Explosive Materials

On June 2, 2026, DOT’s Pipeline and Hazardous Materials Safety Administration (PHMSA) amended the Hazardous Materials Regulations (HMR) with a final rule that simplifies the classification and approval process for some energetic materials. The new rule allows self-certification for seventeen types of low-hazard fireworks/novelty devices, such as sparklers, fountains, and smoke devices, and incorporates some exceptions for such materials based on historical guidance. It also revises requirements for small arms cartridges to include tracer ammunition for self-classification as Division 1.4S. The new rule modernizes the approval system by requiring electronic-only submissions for all explosives through PHMSA’s portal and allows existing approval holders to terminate explosives approvals voluntarily. PHMSA says the changes will reduce administrative burdens, improve supply chain flexibility, support international trade, and save an estimated $2.2 million over 10 years without reducing safety standards.
