CPSC Direct Final Rule Updates Mandatory Standard for Toddler Beds

US Consumer Product Safety Commission (CPSC) has issued a direct final rule updating the federal safety standard in 16 CFR part 1217 for toddler beds.

On May 14, 2026, the US Consumer Product Safety Commission published a direct final rule updating the federal safety standard for toddler beds in 16 CFR part 1217. The rule replaces the current incorporated standard, ASTM F1821-19ε1, with ASTM F1821-26.

What does the regulation require?

From a functional compliance standpoint, this rule does not introduce new performance tests, warning requirements or design criteria for toddler beds. ASTM F1821-26 primarily updates the introduction and scope and includes editorial corrections.

The rule also incorporates an earlier editorial update that removing an obsolete head probe figure that is no longer used in the standard, along with other minor revisions to terminology, formatting and style.

CPSC states these changes do not alter the fundamental requirements of the standard or the way toddler beds are evaluated for compliance.

The rule is relevant to manufacturers, importers, private-label brands, product designers, test laboratories and compliance teams responsible for juvenile furniture placed on the US market.

The rule takes effect August 29, 2026.
