Saudi Arabia Issues Technical Regulation for Ornaments and Accessories

Saudi Arabia has recently announced its Technical Regulation for ornaments and accessories. The provisions will become effective on March 22, 2023. 

On September 23, 2022, the Kingdom of Saudi Arabia (KSA) issued its Technical Regulation for Ornaments and Accessories to regulate the safety and marking of these products (the Technical Regulation). The new law contains several important provisions. It:

  • Requires suppliers (domestic manufacturers or importers) to carry out conformity assessments and obtain a certificate of conformity (CoC) according to the conformity assessment form (Type 1a) in accordance with ISO/IEC 17067 ‘Conformity assessment – Fundamentals of product certification and guidelines for product certification schemes’
  • Requires a technical file to be attached to the product as part of the conformity assessment procedures. This technical file includes the Supplier Declaration of Conformity (DoC, Annex 4) and risk assessment documents
  • Stipulates products to conform to Saudi Standard Specifications (Annex 1, see Table 1 below) – products with the Saudi Quality Mark or its equivalent are considered to comply with the requirements in the Technical Regulation 
  • Sets forth the heavy metal requirements for raw materials used in the manufacture of products (Annex 2, see Table 2 below)

Highlights of the list of standards in Annex 1 and the requirements for heavy metals under Annex 2 in the Technical Regulation are summarized in Tables 1 and 2.

The provisions in the Technical Regulation will become effective on March 22, 2023 – 180 days from the day of its publication in the Official Gazette.
