UK Amends GB Mandatory Classification and Labeling List

The United Kingdom’s Health and Safety Executive (HSE) has revised its Great Britain (GB) mandatory classification, labeling and packaging (CLP) list for substances and mixtures. The revisions will apply from September 2, 2025.

The HSE of the United Kingdom (UK) Government has published version 4 of its GB mandatory classification and labeling list (GB MCL list), an important directory for the classification and labeling of substances and mixtures for manufacturers, importers, downstream users and distributors based in and supplying Great Britain (England, Scotland and Wales).

The latest GB MCL list contains several changes. It:

  • Adds the 25 substances included in the second GB CLP Agency recommendation to, and agreed by, ministers, including but not limited to:
    • 4-nitrosomorpholine (CAS 59-89-2), a carcinogenic 1B and mutagenic 2 substance
  • Makes several editorial changes for clarity

GB MLC requirements for the 25 new substances will apply from September 2, 2025.
