A CPSR is mandatory for cosmetic products placed on the EU market in accordance with Regulation (EC) No 1223/2009. It must be completed and signed by a qualified safety assessor before the product is made available to consumers.

A CPSR consists of two parts. Part A: Product Safety Information covers formulation, physicochemical data, toxicology of ingredients, exposure considerations, stability and packaging suitability. Part B: Safety Assessment is an expert scientific evaluation ensuring the product is safe for intended use.

A product information file contains key documentation demonstrating a cosmetic product’s safety and regulatory compliance, including safety assessments, formulation information, labeling and claims support, manufacturing details and relevant test data, structured in line with the requirements of the target market.
